KFN is conducting a research project on the phenomenon of organized dwelling from October 2016 to March 2019 and has now presented a first study. The project is funded by the European Union Internal Security Fund and own funds from KFN. The project’s advisory partner is Europol. Currently, the first part of the study is completed. Twenty-five expert interviews were conducted with police and prosecutors in Germany and six with the police in Albania, Croatia, Lithuania, Austria, Moldova and Romania. The aim was to gain insights into the perpetrator profiles and the hurdles of criminal investigations, in particular with regard to international cooperation.
In another part of the study, criminal files are analyzed, which were reported to the Federal Criminal Police Office as organized crime in the field of burglary theft by the state criminal police. Results will be available in spring 2019.
